Tough call for me between Foster and Laurie. (ATPM is my favourite movie here, and Alexander's great, but I think she has less screen time than them...a lot less, maybe?) All the others from Carrie mentioned by Eric are great, but who's Edie McClurg?

I'll retract what I said about Straight. For being such a small performance it's so damn uneven, in large part because of Chayevsky's high-minded gobbledygook, to quote a poster on StinkyLulu's site. She's best when she laughs and says "You're in for some awful grief, Max."

Went through Wikipedia's list of American films for '76, didn't really spot any other obvious possibilities from what I've seen myself. Maybe Tatum O'Neal in The Bad News Bears. I think one of the five best American films that year--most memorable, anyway--was on television: Sybil. So possibly Joanne Woodward, too, although it's pretty much Sally Fields' show.
