It's from backstage at a Pet Shop boys tour, as seen in the Random Notes section of the May 16th 1991 issue of Rolling Stone.

The show, a sprawling journey with three songs taking place in a simulated dormitory, won the praise of Rose. In turn, the Boys sang the praises of the author of "Mr. Brownstone."
"Axl thought the show was gorgeous," says singer NEIL TENNANT. "He was extremely charming and knew our music quite well. I think GUNS N' ROSES are very good songwriters"

there's also some pictures of Clapton & Sambora, Springsteen & Smithereens, Tom Jones & Van the Man, and Elton John (in drag) & Rod Stewart but all those pairings are kinda likely

My HDS encounter happened at the 2004 ACL fest. Billy Joe Shaver was performing on the final day and halfway into his set Stanton appears out of nowhere in a three-piece suit with a guitar strapped on. He uses Shaver's mic to give a benediction of sorts* before starting in on one of Shaver's songs in a duet.

*"This guy's the real deal, and it's been an honor working with him..." (they'd just shot The Wendell Baker Story together).
