The military-oriented aspect of Israel's culture is pretty conservative. Not that it's entirely without reason, but the image still fits the thread imo.
I mean, Israel can more legitimately claim that soldiers in the six day war "died for your freedom" or whatever than America regarding soldiers in Iraq, but still

Actually Israeli soldiers did wear helmets like that during the 1948 independence war. I assumed it was the beach in tel aviv. Although the choice of a blonde woman would be unusual.

there are spots on the coast where you look north toward yafo that look sort of like that, all though the style of building in that picture is not what's there today (taller more modern buildings). The architecture plus lack of any specific jewish/israeli signifiers makes me think you're probably right.
