I'm unfamiliar with almost all of these, but the Laswell/Thaemlitz is really, really good.

This, IMO was the greatest year for FAX and Rather Interesting. Organic Cloud is the best thing Tetsu Inoue did, the other Inoue solo/collab albums (Slow & Low, Mu, 62 Eulengasse, Flowerhead) are pretty good too, particularly Flowerhead, which is just dubby bliss. Then you have some solid sequels to earlier projects (Dreamfish 2, Sad World 3, Dark Side of the Moog II), and a couple of more beat-y, less known albums (Shellground, In Starless Space), which are more a bit different from the typical FAX fare but quite alluring in themselves.

But even so, I might still go for the Baked Beans record, which after 21 years still remains one of most uniquely crafted electronic albums that I've heard.

Alec Empire made an ambient album?

I'm familiar with only a handful of these. This was far from my favourite year for ambient, even for the labels I liked had down years. For instance there are three albums from em:t on this list, but none of them are among my favourites from that label.
