the most wtf thing about it is the fact that Upscale University Town borders Crime-Ridden City (where I live), and the whole time I was just envisioning this earnest cop trying to have this conversation with someone on a Saturday night there.

i think it's just weird you got a ticket. i've had one headlight out for months and only ever got a warning after promising to get it fixed quickly.

okay, it appears that the adjustments are made with screws, that in my 20 year old car are behind some other thing, and it would probably make the most sense to take it to a mechanic, with the added impetus of seeing if they can get the cigarette lighter to work again.
