It's pretty common, actually -- at the record store, electronics place and shoe store I was at today, each spot asked for a photo ID when paying by credit card. As it is I'm carrying around my passport but I'd rather my much smaller and more convenient state ID card, thus (the driver's license is also a state ID card). I needed to update my address on the card anyway and it only cost $6 and an hour's wait, and my fave Mexican restaurant is right across the street, so that was an incentive.
