My understanding of what he said was that he believes mentally ill people can be conspiratorial and then unfairly blame groups of people for their perceived ills. I may have misunderstood him, but that was my takeaway.

I may have misunderstood him

He tried to play both sides of the street by keeping his verbiage vague and teasing, but it was very clear that all the strongest signals were in complete solidarity with (Kan)ye and Kyrie Irving. It was all very wink-wink but his clear message was "we black people SEE how racist the jews are, but you all can't see it because you're white".

agree. I have no idea how bill hicks would have turned out. he undoubtedly influenced a lot of shitty comics and people, but also influenced a lot of great ones and, even if his stuff hasn't aged extremely well (and IMO most comedy doesn't age well.... Bob Newhart being the exception) he was fucking funny and edgy and great at the time.
