Many of the actors who play Moon family members do not have specifically Mancunian English accents: Anthony LaPaglia and Richard E. Grant, who portray two of Daphne's brothers, were not even born in the United Kingdom (LaPaglia is Australian, and Grant was born in Eswatini). This apparent discrepancy is never addressed on the show, but may be taken as an in-joke (see below).

grant's wikipedia has a paragraph on his accent: tl;dr he grew up in a colonial subculture where the posh english of the 40s and 50s was still the norm until the 80s, and when he arrived in the uk in the 80s his resting speech reflected the pre-shift voicing (unspoken point: there was a noticeable vowel shift in british poshspeak in the 50s and 60s)

I think the reason Daphne is bad, increasingly so as the show progresses, is because at the beginning she's intentionally one-dimensional and unknowable, the joke about Niles being secretly in love with her is predicated on him barely knowing her and not having any real connection with her, she's like Kramer in the Seinfeld or Jim In Taxi, this person who pops up an makes quirky non-sequiturs. When she becomes part of the family they get rid of the quirks and she just ends up being one-dimensional in a dull way.
I don't mind Daphne's family of cockney Mancunians though, in the same way you wouldn't complain about Inspector Clouseau or Rene from Allo Allo not being convincing portrayals of Frenchmen
