In summer or year round? In summer, that sounds like Flagstaff AZ weather or Lisbon.
Year round: maybe San Miguel de Allende MX? I think you'd want somewhere in the tropics but arid with high elevation. Colombia, Ecuador, Bolivia seems to have a bunch of places where it's mid 70s highs, mid 50s lows but low humidity is bit harder to find.

I actually liked summer less when I lived in IL than I do living in AZ. Humidity and bugs are more bothersome to me than a month and a half of 100F buttressed by 3.5 months of 90s. Plus there's relief as soon as the sun goes down or by driving 50 minutes to higher elevation.
