If there are going to be any laws whatsoever, then there needs to be some enforcement mechanism or else there will be zero reason to comply with any law, in any society, of any size or composition, that you care to define. Whatever that mechanism looks like, it will fit a reasonable description of 'policing'. Even if the actors are mostly agrarians or nomads, or hunter-gatherers, when they are engaged in enforcing social laws they are policing their society.

America does not have a party of the working class. We have a party of the wealthy that keeps mostly white working class people voting for them using racism and cultural conservatism, and we have a party of the wealthy that keeps working class POC voting for them using fear of racism. In my direct personal experience the main teachers' union in NYC fights AGAINST charter schools but loses to bought politicians! Idk about other cities though I guess.

I mean Robert Cornegy Jr is set to run for NYC mayor next year and he is, and always has been, a charter-backed candidate!! I worked on a city council primary race in the district right next to his, when he first ran in 2013, and a bunch of charter school teachers & staff members came DURING WORK HOURS and GOT PAID by their employers to canvas for him! There was a lot of winking at us involved iirc.
