We are talking about a slow wipeout of billions of dollars, I believe it is not inconsequential. Like milo said, there is going to be a transition, I say the messaging should reassure that funding everything else that has been underfunded for decades (for reasons other than the police dept. budget needs) is smart.

We had an example of this come up just last week in our neighborhood. There was, allegedly (he never got as far as our house, so I didn't see it myself), a guy going door to door and doing some pretty aggressive panhandling, screaming and cursing at people until they gave him some money. It seemed pretty clear the guy was having some sort of mental health crisis so a couple of us exchanged emails to see if anyone knew of any other number we could call to get the guy some help without calling the police. Sadly, none of us found anything and calling the city's non-emergency help line just found us being told to call the police. Anyway, within ten minutes our bootlicker neighbor who is constantly bragging about how much he calls the cops had already brought them to the scene. From all accounts it was resolved peacefully and a guardian for the guy was located, but it pisses me off that we don't have easily found/accessed options that don't involve the police.

there's also "make the police accountable". i think colorado passed a law against qualified immunity in june but have no idea how that's going.

Empower the Police! Remove domestic disputes, mental health calls, non-lethal confrontations, etc from their list of responsibilities so they can focus their training on detective work. (This involves reallocating their budgets to fund the agencies more suited to dealing with these tasks and removing those call responsibilities from the police, empowering them to focus on their core function)

"Stop adversarial policing", "Bring back protect-and-serve policing", "Independent oversight for police", "Teach cops deescalation", "Better police recruitment"... there's all manner of slogans that are more policy accurate and won't spook low-info voters.

Cops have already been taught deescalation. The problem is they want to kill people.

those are materially different things though and already things that nearly every police department brags about doing, save for independent oversight. all of them make the police sound good and neutral.

If you want a different slogan for some reason related to the message you want to put into the world or for your policy aims or whatever, cool, but don't fool yourself that the response is going to be any better. You have to "educate low-info voters," not "run scared from them."

Alternatively, pick a slogan that's inscrutable to low-info voters. One of the early BLM slogans from late 2014 was "Indict the System". It almost begs readers to allow activists to unpack it for them in positive language.
