Floyd is pretty much a figure of fun, in a covert sense - arriving importantly to exert the illusion of control. I think only for Kubrick though, Clarke seems to write him as a capable fixer.

Seemed like they were still a lot closer to Earth than Jupiter.

This is a bit like saying it would be easier for a bullet ten yards out of the gun to return to its origin than to go on to its target, because it's closer. Interplanetary travel isn't pointing towards a planet and firing up the rockets, it's about a burn of the right length and direction to establish an orbit which intersects with the planet's orbit. They would have spent much of their fuel establishing that, and have (probably) just enough to slow down as they get to the destination, depending on how long they want to stay. Discovery is committed to a high speed, "free fall" orbit which is why the crew are weightless except in the centrifuge. They simply wouldn't have the power to change their orbit. The Martian handles these things pretty well, as plot points.
