I'm not sure what it means. I originally thought it was closest to the OP first option, "a low effort post meant to provoke", but I've seen it used in so many different ways.
Just this weekend I saw it used twice on Instagram accounts for specific posts that were not aligned with the account's usual content - i.e. on an account dedicated specifically to, for example, photos of cool/unusual doors, the person running the account posts a selfie with a caption that starts with "Sorry for the shitpost, but...".

uncle Wikipedia casts far too broad a net in that definition, so that not just a majority, but an overwhelming majority of posts to online forums and social networks could be construed to fall within it. iow, "shitposting" is nearly indistinguishable from "posting".

my understanding and how i see it used on philly sports forums - low quality posting not necessarily to provoke tho could just be shitposting to fill the time and in off-season shitposts are practically encouraged. esp some low-energy meme post. a sub-category imo of landfill posting which is a truly herculean effort to fill up the many kbs of space we can with whatever repetitive banality comes to mind.
