The answer seems to be do a brexit in the most incompetent way possible.

I wonder what proportion of Brexiters consider it already done. Johnson himself was saying that a lot in the early stages of the pandemic "I can assure you no one in Number 10 is talking about Brexit much right now, it's in the past, it's done". There might be some danger for the government in having turned that page too quickly in the minds of the electorate.
