Tricky? He really seems to have struggled to hit the mark since PMT. It's been yonks since I've listened to any of it, though.

Guided By Voices. At least thirty full lengths, with three worth listening to start to finish (and only two of those are actually great).

From Elvis in Memphis

Elvis is a weird one because his first four albums were basically singles compilations, then it was all movie soundtracks from 1956 to 1968 except for Elvis Is Back! in 1960. But when he actually became an "album artist" starting with From Elvis In Memphis, his albums from 1969 to his death are all solid to great. But even most of those soundtracks have one or two good songs on them, and you could probably say the same thing about the Fall. (I haven't listened to all 4000 of their albums, so I can't say for sure.)

Most Fall LPs up to the early 90s are good to perfect, also they had plenty of brilliant singles and EPs at the same time. Even after that there are a few truly great albums, it's just difficult to agree on which ones they are.
