yes it happens all the time
viz produced a whole new dub to coincide with their rerelease of sailor moon, etc.

Funimation's current business strategy is based on "simuldubs", dubs of current anime series produced & streamed within a week of their airing in japan. I'm a total antidub snob so have idea about the quality, but their operation is pretty impressive on a technical level.

I thought maybe they knew that anime fans tend to prefer subtitles and just gave up on dubs. Does Cartoon Network still do much anime?

dubs are still very important if you want to reach a more mainstream audience, so bigger shonen stuff like Attack on Titan tends to have them. Also I think most if not all of the newer Netflix shows have dubs too.

yeah a pretty big chunk of anime gets english dubbed now - all the big shonen series that get shown on cartoon network, everything netflix picks up, funimation dubs several of their shows each season - but the quality varies a lot with who's involved. i don't like to watch stuff dubbed myself except for a few cases where the english dub is both good and thematically appropriate e.g. Baccano
