there was a racing game on the original playstation that was quite geared around crashing through things etc. but was not burnout. it was quite short, as in you felt a bit short-changed by how quickly you got through it but it was quite diverting for a few hours. one of the cars you could drive in it was a mini with the Union Jack on top.

I just did a wiki dive to come up with this mech combat game I played on PC in the '90s, it seemed really advanced at the time (even though gameplay usually amounted to facing off and shooting all your weapons until you won/lost).

I'll have a look. it wasn't twisted metal as it wasn't a combat game, it was a racing game, where you raced on public roads, it wasn't sandboxy (there was the occasional fork in the road but only very limited in scope) but you definitely crashed through boxes and stuff as part of the game. I think it's been forgotten because it wasn't very good. I think I played it mainly on a demo disco circa 1997
