I'd venture to say that PED testing is generally good for the players, in that most PEDs are terrible for their health, both short term and long term. Removing all restrictions on PEDs would lead to an 'arms race' among players to find the particular witch's brew of drugs that might give them the greatest edge, and every player would feel compelled to participate in that arms race.

There's been a hide-and-seek game going on for half a century between the users of PEDs and the testers for PEDs, so any testing regime had better be up to date and hard to beat or else it's a waste of the league's money.
