the confusion is infuriating because at some level, that's exactly the point - attack the media at every opportunity in order to destroy trust. usually, the Fake News thing quickly splits everyone into camps of truth, depending on whether the news consumer thinks that Fox/Breitbart are legitimate news organizations or not. but in situations like this, the truth itself becomes muddy. it may very well be true that trump is still pushing for the citizenship question. he may have made one decision one day and another decision the next. he could have changed his mind. he could be just straight up lying, again.

it all gets tossed into the brew of confusion

he also takes obvious delight in heightened ability to change some facts at his whim, as president. he can see a truthful news account from an organization that doesn't like, and then change things behind the scenes so that the story is different, even in a deeply misleading way, then go on the attack about the Fake News getting it wrong.
