it's not even prevaricating, it's rhetoric imho - - - - if you're on the listserv of any campaign fighting anything it's full of stuff like this. it's how you make people feel like they're on the side that's going to win BUT that the other side are still being actively villainous and fighting tooth and nail to try and stop it, so they can't be complacent.

Although Cruz is staunchly anti-abortion, the Republican lawmaker has expressed support for contraceptives in the past.

“Now, listen, I have been a conservative my entire life,” Cruz said during a presidential campaign stop in 2015. “I have never met anybody, any conservative, who wants to ban contraceptives. As I noted, Heidi and I, we have two little girls. I’m very glad we don’t have 17.”

trump in 2017 weakened the contraceptive mandate, letting insurers with supposed religious objections absain. I am honestly not sure what the law would be if birth control were made OTC -- generally insurances do not cover OTC products. I assume this is why talk of a "clean" bill gives health policy people pause
