the second disc is a newly recorded album, according to Eno's facebook post (which makes it sound like the Eno brothers had been estranged, lol):
Apollo – Atmospheres & Soundtracks – Extended Edition’ out July 19th. Eno reunites with brother, Roger and Daniel Lanois on 11 new tracks accompanying the seminal remastered album. On 2LP gatefold vinyl, limited numbered 2CD with hardcover book, + standard 2CD. Enoshop and uDiscover each have 250 copies of a free limited ‘Apollo’ A2 print for vinyl and limited CD versions.
it was previously remastered in 2005, so I'm not sure why his site claims it's being "remastered for the first time". the new material should be interesting though

Awesome, really looking forward to this. I have a copy of Apollo but it’s a little beat up and skips sometimes. Plus I think Eno is currently making the beat music he’s made since...Apollo

Roger’s second record, Between Tides, is exceptional. Apollo is maybe a bit overrated but I’m looming forward to this.
