The implication is that the DA is already (in the 1980s timeline) wrecking parts of the investigation and all indications are that he's going to force them down a road. Probably one that forces them to a particular non-suspect and forces a quick resolution, meaning they won't have the resources to investigate leads like the brown car.

lol.
like that part made me chuckle. plus the weird beat after where you are waiting for a cut or for the next scene and it doesn't come. i also thought the date scene at the nice restaurant was tremendous! so many evasions and doubled meanings.
tbf i also liked the dialogue in season 2...but only Farrell was really up to it. the bizarre and often pulpy flourishes in the writing are what keep this show a head above stately prestige tv fair, imo.

they're definitely having fun with the multiple era linkage
the scene where the older, senile Hays is looking for his family only to see a flashback to the '90s, and the flashback Hays is remembering his blood-covered self from a decade earlier in the window reflection was a interesting visual linkage

kind of felt like most of this episode was treading water though it did have two major things in it (the phone call from Julie and the reunion of the two detectives); but it took a long time to get there. guess it's the mid-point in the series though.
intrigued by Julie's "the man pretending to be my dad" comment.
also clearly by the 'present' time it appears that she has never resurfaced.
