i reckon players get on hgh in high school and college when its important to stand out from their classmates. and then might cycle in the offseason or while coming back from injuries. i doubt theres much ped use during the season, that would be very risky both with getting caught and any side effects.
i guess blood doping could be a thing tho

the possibility doesn't seem farfetched or crazy, but you'd think that there'd have been more rumors floating around. especially with how competitive the league is. sometimes getting an edge means sniping at the enemy from cover.
