That doesn't render the statement any less inaccurate.
Hiya, Ned!

But, uh, the best American hardcore bands are the Germs and the Dead Kennedy's.

GB might have defined "88 style" or "NE suburban", or even "straightedge hardcore"*, but certainly not "hardcore" as an all encompassing genre, and the "beginnings of hardcore" comment is pure nonsense.
*GB didn't start straightedge, and there were plenty of bands before them who had X's. however, the argument that the sxe scene didn't really take off until after 88, and that more straightedge clone bands from the late 80s and early 90s list GB over say, crucial youth as an influence is an argument that's worthy. Minor threat started the straightedge spark, but it was GB that made it a scene and a sound.

not AllMusic themselves, but this person named "S1mon3 Appolon1" seems to have reviewed just about every metal album out there and seems to also have the worst taste in metal that has ever existed.

(they're a user, but it seems like they spent all of 2018 writing user reviews)
So what kind of stuff does he like/dislike?
― Siegbran, Friday, 30 April 2021 23:36 (two years ago) link
they don't seem to like anything, lol....it's not a big deal, just find it funny that literally every time I've looked up a metal album on AllMusic, there's their review.
here's their page - almost everything is one or two stars, I think Borknagar and Lacuna Coil scored 3 stars lol

Siegbran, why hast thou abandoned the rolling metal threads? Your presence is missed.
