Luthor is just a bad ass, the guy doesn't have any powers per say other than he is a genius. He'd outsource his magic needs.

Luthor and Doom both have their fatal flaw being their ego. Doom does have wider rivalry in the Marvel Universe than probably Luthor in the DC Universe. I'd say Doom is one of Iron Man and the Avengers main villains, even not being a character native to that strip.
Doom among the other villains in the Marvel Universe was often shown grouping up the bad guys, but he always does them wrong. I think Luthor by comparison is perhaps a bit more trusted by other rogues of the DC Universe.
Both Doom and Luthor while playing their own games will break against a larger evil to assist their rivals, if in their best interests.
Luthor probably matches up better with Tony Stark/Iron Man, as they are pretty much the same type of character.
Doom definitely plays on a different level, as he is more often going mano-a-mano with some of the bigger Cosmic characters. Perhaps it could be said that Brainiac fits this role more for Superman than Luthor. The thing is that Brainiac has been shown so many ways, there really isn't an iconic version.
