I don't think cops have different rules for hugging than anyone else -- like any touching, it's all about whether it's reasonable under the circumstances and whether it's unwanted. If the cop went to hug you and you winced and drew away and they did it anyway, or if they just like snuck up on you and hugged you out of nowhere that'd probably be a minor form of assault.
