Looks like it.
The weird part of that graph is the first-cousin, once and twice removed slots. Your first cousin, once removed is likely to be about as old as your parents (your parent's first cousin) and your first cousin, twice removed is likely as old as your grandparents. But those are still first cousins to you?

Hmmm is that right though? Cause using my example above those kids are my first cousins once removed and their much younger than I am not the same age as my parents? Maybe I'm wrong about what they are - I got that from Emily's wiki chart not the figure. Hmmmmm.

Seems to be about asymmetric relations -> you can be 'removed' either upwards or downwards, the removed part indicates a generational gap.
Wiki again:
Sometimes "upwards" or "downwards" is used to indicate the direction of this difference. For example, if A has a grandparent whose sibling is B's parent, then B is A's "first cousin, once removed (upwards)", whereas A is B's "first cousin once removed (downwards)". Note that this is not standard terminology, and is completely absent from many major dictionaries.

OK wait - this explains it, I think.
First cousins once removed:
The child of one's first cousin OR the first cousin of one's parent.
So, both my metal cousin Jorg's two kids and my Dad's crazy cousin Jurgen (RIP it was sad when you fell off a barstool) would be considered my first cousins once removed and while the first two are much younger than I am, Jurgen would (had he not fallen off aforementioned barstool) be roughly the same age as my dad.
