He cocks his arm before he delivers the blow, for greater snap and impact. Absolutely it reads as intentional to me, but he does try to disguise it. Notice how he lifts his elbow in a mid-course correction to be sure it doesn't glance off harmlessly.

i voted 10+ games - with other commissioners taking hard lines recently, and given MWP's priors, i bet stern sends a message

NBA players are just as likely to sit around dreaming up ways to get away with throwing elbows or grabbing jerseys, without getting caught. Metta just auditioned a new way to throw an elbow at a head, but he discovered he wasn't a good enough actor to pull it off.

Rambis just talked about this on First Take. He said this was just a regular foul to him. Nobody got suspended or ejected they just started playing again. Now you have Derrick Rose complaining about fouls that aren't even that bad.
