they're also extraordinarily small even for babies when you compare them to nanny's socks. But I guess if muppets are smaller than people, their babies would be smaller than human babies.

Not to remove a layer from your theory but technically they are "cartoon/baby versions" of a puppet since there was never a non-cartoon baby version to play off of until later. This is only one layer

I think there were baby versions of Kermit and Miss Piggy in one of the movies.

The Muppets Take Manhattan is the third in a series of feature films starring the Muppets. It was the first film solely directed by Frank Oz, who also performs Fozzie Bear, Miss Piggy and Animal in the film.
