I'm not an English major but I think he's saying that, in the past, whenever he thought about Boris Karloff and Kinski under a new moon he felt compelled to cut off his legs and tits.

The implication is that he had this thought no more than four times.

but isn't "i would cut my legs and tits" off future tense? and "think" is present tense? ugh this is breaking my brain

tenses-wise yeah that's a mess btw. "when I'd think" would solve it but you would still have the problem of the opening clause which is wtf.

I believe he's saying "boris karloff and kinski in Dark Of The Moon" as in Transformers: Dark Of The Moon.

"when I think" is functionally equivalent to "whenever I think"

so he's actually still thinking of them but he's run out of legs and tits
