Why wouldn't it be valid if both feet are on the ground?

it's doesn't break the throw-in law, but i'm pretty sure it has been ruled out specifically by clarifying directives in the past, possibly as timewasting. i think it first surfaced in britain in the 70s?

cf. this incident, which is still technically legal according to the relevant "Laws", but will get you a yellow card if you do it in the UK following a directive.

They say you can only touch the ball with one foot... if a player does the exact same thing but using only one foot, would that be allowed? Like scoop up the ball with one foot and let the other player strike it?

i think the objection is that its really just lifting the ball directly up in the air (in a way that the one foot version isn't) that it turns an indirect freekick into what is effectively a direct freekick.

i don't find this very convincing myself, but it's the same rule for everyone.
