Yes, but considering the shit he often talked about that style of rap, and consider the in-jokes made im the liner notes themselves (including a RZA dig where he advertised an upcoming album by "Robbie Analog"), I don't think he hired Pen and Pixel because he had been craving a No Limit look. Esp given how ridic the cover is even by P&P standards with the gorillas and all.
