The "Nashville with a tan", I believe, is the writer stating how he sees people in Nashville and California (where the song is set, Fairfax and Hollywood are both in California) are both the kind of people with a plan. California is known for alot of tan "surfer dudes". Therefore, this place in California is like Nashville, except they are all tan.

My dad really liked this and my mom made fun of him for it, she did great voice-cracking impressions of the "eveRYYYYthing."

Closer to Mr. Mullins's time, "Screenwriter's Blues" and "Drinking in LA" are both pretty good, certainly better than "Lullaby."
