There's some specific pick technique RF teaches in Guitar Craft; the angle and grip have to be just-so.

"if at first you don't succeed, try again" = fairly empowering. "perfection is unattainable so try your best", yeah am down with that. "to try is to fail" = "you ain't never gonna amount to nuthin', might as well give up before you start".

I'm pretty sure Fripp means that there will be failures along the way for anyone who sets their hand to a task (in this case learning to play guitar), and one never rises above occasional failure no matter what level of mastery one achieves, but that the failures are no reason not to try. It's a good gauge, a little more subtle than "is the glass half empty or half full?"
