i think Wayne himself kinda pioneered the new school of shamelessly stupid punchlines and juvenile poop/pop culture references and Kanye, Young Money, etc. are mainly following his lead, although he may have been following Cam'ron's lead to an extent too. There's always been a strain of this stuff in rap, though, it just used to be more in balance. Biggie would say "girls pee pee when they see me" but he'd also say something actually clever in the same song.
