I say if *you* want to interpret a song as being about heroin, then that is indeed what the song is about. Ergo There She Goes is. (Besides some of the lyrics seem pretty clear like "there she goes again/pulsing through my veins," only heroin is personified as a girl to camouflage the obvious drugs reference, so not so great camo work after all).

I always sorta regarded the Cowboy Junkies song "sweet jane" as a heroin song, but don't know... maybe its the junkie in their name.. but it seems pretty high.
