1. No, and if you don't believe me, believe Aristotle, who wrote that "no fish is furnished with testicles." But male oviparous fish do have an internal testis or testes, in which milt is produced. For instance, check out the sac on this salmon:

If you were inclined to think the flappers on the original fish resembled a scrotum, I hate to imagine what you made of the fold beneath them.
