I don't think it's close. Dolan and Thomas are unstoppable.
I mean, Snyder and Cerrato are bad with personnel but they didn't participate in a disgusting culture of sexual harassment and illegal tactics on top of it. Snyder is a successful businessman in his own right, not a trust funder like Dolan.
