xp and the subtext that a girl can say what she feels as long as she dresses it up in socially acceptable femininity, or that a girl can say what she feels as long as what she feels coincides with a pre-printed Poochie stamp. So in that way, it's telling girls to express their feelings, but only if their feelings are appropriate per this consumer item.
