That's the point, though--you have to accommodate broadcasters, but in terms of the game itself, it's about the pace of play and all the pitching changes. I'm guessing a 17-inning game in 1939 would have taken, what, 3-1/2 to 4 hours to play? (As I posted during the game, though, to me it felt like things were moving along pretty briskly around the 14th-16th innings...or maybe time had simply lost all meaning by then.)
