Since Thriller essentially invented a new cross-promotional model for pop albums, it may have been the first notable record to spin off more than 5 singles, but in that area and many others it set a precedent. Born in the U.S.A. was probably the first and most famous to follow the template of the Thriller juggernaut - as with Thriller, all 7 of its singles went top 10. Dangerous also had 7 singles released domestically along with 2 more internationally. Hysteria indeed had 7 singles, though the first, "Women", was a non-starter.
