In both cases, the accent marks signal pronunciation rather than emphasis.
André is a common French name, which uses an acute accent to denote that the letter is pronounced as "ay" instead of dropped or swallowed (as in "cadre"). Because the name is so common, nobody would actually be confused if the accent mark weren't there, but it is often retained nonetheless.
Similarly, the name Beyoncé uses an accent mark to indicate that it does not rhyme with "sconce."

For this project, the Stereogum staff evaluated our listening histories and the news and features we published since last fall to determine who we think are the best bands, singers, producers, rappers, and musicians to have emerged this year. This year's 25-strong list ranges from pearly downtempo to zany budots and souped-up dubstep. But who made #1?
Let's be honest: albums reigned supreme in 2024. The Ubiquitous Festival Anthem was in short supply—especially when you consider last year's rich bounty. As such, the list below follows a more gentle curve, with nods to ambient, R&B and oddball tunes from all around the globe. Dubstep and downtempo get a strong look-in; traditional house and techno, perhaps controversially, less so.

Like last year the Louder than War list is a very mixed bag of the good, to the average and to bad. From complete unknowns that you never knew even existed, to random choices of heritage artists well past their peak, artists you had forgotten or never knew released albums in 2024, a few decent choices and some predictable selections.
I look at this list and it certainly doesn't represent my 2024. I expect the list doesn't make any sense to anyone outside of the contributors of the list. A cultural cul-de-sac of odd choices restricted to the confines of Louder than War.

Everything on Aquarium Drunkard has been behind the paywall since they went subscriber only earlier this year. I know at least one great person and killer writer for them posts here, and I get surviving in this day and age is rough for all media, so I won't complain too much. BUT $10/month is A LOT and it really stings to not be able to read their yearly wrap up this year, because they are usually really excellent. Was kinda hoping they might put that one outside the paywall for a few weeks or something but, hey, I guess this subscriber only model is working out!
