Not all that noteworthy in itself, but to me "head man pretending to blow his sax by the shore" seems quite the stylistic outlier for ECM.

The songs on “Illegal Moves” crackle with an energy informed by passionate disgust of the status quo, realised on the album cover by Scott Lenhardt's Mort Drucker-esque illustration of the Kool-Aid Man battling the personifications of evil from across the world.

apart from Uncle Sam/the Proud Boy/Thatcher (?) is it supposed to be obvious who these figures are
