I'm with Whiney and listening to it a second time (lol) he seems not entirely serious BUT! It was a single! From a major label in 1992! Which means the record company thought this could get radio/MTV play! And nothing about the video or the packaging/artwork of the single and the album it came from give an indication that this is given with a wink or meant to to be some kind of novelty song. If this had come out after, say, "Detachable Penis" or "Push th' Little Daisies" it might be different but 1992 college rock was all deadly serious.

first three songs actually all end in really weird ways. "I Hope I Didn't Just Give Away the Ending" he's doing what, an Isaac Brock impression? and yes the lyrics are all wtf. he's such a weirdo. taking all these great songs and stepping on them.
