Radio was different back then. The only time you really heard a song on the radio was while it was on the charts. Before it was a single or after it fell off, you basically had to own the record to hear it. By that standard, "I Want You Back" was 100% a 1970 song.

i'm not that attached to leaving it in so should it be stricken from the noms list that'd be fine by me. i know that its omnipresence on 60s nostalgia and rock canon lists makes it hard in the present day to separate from the 60s/1969, but it did break in december 1969 and then reach peak cultural saturation in january 1970. (it wasn't on the 1969 year-end charts for pop or r&b; it was on 1970's.) i decided to include it after seeing the exchange above re: "rainy night in georgia" and "didn't i (blow your mind this time)".
(if the argument in favor of those two is that they entered the charts in 1970 while "i want you back" did so in 1969, i would point out that that's not strictly true: billboard issue dates have always been post-dated by nearly two weeks, so records entering the charts on the issue dated january 10, 1970 were technically doing so in 1969.)

My inclination would be to count "I Want You Back" as 1969. Even though it didn't hit #1 until 1970, it had already entered the Top 10 on the last Hot 100 of 1969 (I checked). When you add in dyl's point about the two-week lag time, it was definitely ubiquitous before 1970 had begun--which wasn't true of "Rainy Night in Georgia" or "Didn't I." Agree with JF's general point that the charts should be the arbiter, not release dates (much less the release date of whatever album the song is on).

If there's a huge overlap with the disco poll I might set some rules, but I think it will work out fine. In the albums poll, most of the funk ended up in the lower half because not enough people voted for it. I don't think Cerrone has a big chance of getting anywhere near the top, but good for them if they manage to.

You cannot talk about even just "1970s SOUL/FUNK" without including disco, it doesn't make sense. I would be happy to exclude Eurodisco and other flavours that aren't part of the story but I don't think you can ban all overlap with the other poll.
