it just means that if after we vote in this year's poll Mystikal is in the final list, then the song won't be eligible in the 2013 poll

and that since Gotye was voted into the results of last year's poll, it's not eligible this time around, etc.

Right. If something was nominated last year, but didn't appear in last year's top 77, but would still be eligible this year, then it's fair game. In the case of Nadia Oh or Gotye, where it DID appear in last year's top 77, it's ineligible.

If there's a justifiable claim that some track or album from two or more years back made a legitimate impact in 2012, and not "I only just heard _______ this year and I want to nominate it," then it's cool with me.

Every year I intend to hold off nominating until late in the process but I always get carried away.

Are tracks from Can's Lost Tapes eligible if they were just released this year?

Compilations and archival recordings that are "new" as of 2012 are eligible. Reissues, no matter how extravagant the packaging and/or extras, are not.
