I'm not an English major but I think he's saying that, in the past, whenever he thought about Boris Karloff and Kinski under a new moon he felt compelled to cut off his legs and tits.
The implication is that he had this thought no more than four times.

tenses-wise yeah that's a mess btw. "when I'd think" would solve it but you would still have the problem of the opening clause which is wtf.
