I'm going to be sort of a literalist about this - if they are listed as "producer" in the credits of released material, then they are admissable. otherwise no. what constitutes "production" varies so widely throughout music history, I can't think of any other way to approach this that will ensure any kind of uniformity.

Most of the voting periods have been 7-10 days, but I'm loath to set any hard and fast rules on these. I'm just keeping the list.
