actually the hum of people countering this narrative with "Big Boi is totally better than Andre, people just don't know it" has always seemed much, much louder to me than any purported Andre stanning, not saying this to start fights but it's like I hear a LOT more of the former than I do of the latter
of course pretty much the only conversations I have about anything with anybody other than my wife or band are on ilx so that may be skewing my sample data

Actually I read/heard a lot of stuff like this even circa Stankonia. But it depends on what you read. The mainstream press circa S/TLB didn't just rate Andre higher, they actually just ignored Big Boi altogether.
I like J0rdan's argument though: Big Boi's creativity would seem a lot less startling or noteworthy in a context where you had rappers like Mystikal and Ludacris at the top of their game. The beginning of the 00s was a great time for character rappers.

It's actually pretty simple: Big Boi's stayed in the public eye and has released a really good to great solo album, while Dre hasn't. I don't doubt Dre could make a really good to great solo album too.

Neither one is a genius. One has so far shown a better talent for making coherent, brilliant records. It's entirely possible Dre could cobble one together himself when he gets around to it and isn't so hung up on being the polymath.

well, this is too late, but here's an attempt at a sort-of answer?
take something like "rosa parks," which got a fair amount of attention (I assume, I wasn't plugged in to rap when it came out) - big boi's verse is very good, but it's sort of a standard good Big Boi verse, lots of braggadocio, but nothing that critics wouldn't have heard before. Andre's is a whole meditation on his current stardom and his fears of becoming stale and his disappointment with, yet understanding of those that do (btw this verse totally depresses me when I listen to it now). And this isn't really something you get all the time in hit rap songs. So obviously critics might focus on the member who's more prone to self-examination and is clearly fixed upon establishing himself as a unique artist, not a flash-in-the-pan (not to say Big Boi isn't, Andre just makes it more overt).
though i feel like if big boi hadn't been there, andre would have received a ton less critical attention, because one of the things about outkast was the ability to appeal to a massively varied audience, which gets simplified bridging the street vs intellectual divide, and since everyone loves binaries big boi and andre get to represent those two poles. and without the partner to contrast with maybe andre would get about the same level of critical attention as say MF Doom. but i could just be pulling things out of my ass here, i dunno.
