It's a piece by Carlos Cruz-Diez, shifted vertically by a few pixels every few seconds. Dude is awesome in general. I saw him speak last week and I've been obsessed ever since.

(that exhibition is well worth scrolling through btw, or visiting in person if you can!)

although, you know, i just doubled the size of the image anyway, up to 600px wide, even though it's going to be slightly pixelated. i try to avoid going beyond the image dimensions of the source material when i can to avoid pixelation, but in this case it doesn't look awful, and it would be nice to have a larger version:
